Positive outlook for international
contractors in Malaysia
In its three-year plan, Malaysian NOC Petronas suggests
the 2023–2025 jackup count in the country to be 12–14
rigs, compared to 8 currently contracted and 8 on
average over the past few years. Hence, 4–6 incremental
premium jackups are required to meet its 2023–2024
targets. The plan entails largely similar demand to the
previous three-year plan adjusted for phasing. Based on
the outlook, the market is still in need of incremental rigs,
with higher demand than local contractors can supply.
Thus, we believe the Malaysian market represents a
good opportunity for international contractors. In our
view, Borr Drilling is best positioned to capitalise on this,
but also Shelf Drilling, Noble and Valaris
