US-China trade relations in 'difficult' stage: Tai

Biden recently said he is not yet ready to remove the tariffs his predecessor imposed in 2018 on Chinese products worth $370 billion, citing "unfair" trade practices.

In her comments Monday, Tai also said she is "heartened" by the prospects of reforming the World Trade Organization.

She pointed to a "universal commitment... that the WTO as an institution is important, and deserves our attention."

The Trump administration paralyzed the WTO's dispute resolution body, but Tai pledged the US would take a leadership role in the reform effort.

"We might have different visions about what we would like the WTO to be specifically, but let's engage in that process," she said.

Finner det snodig att REC deler denne dersom de selv ikke er involvert.

Enel Green Power is the latest among a host of solar manufacturers expanding capacity outside of China.

The company plans to reach 3GW capacity at its module factory in Catania, Italy, and CEO Salvatore Bernabei says they are considering a ‘copy and paste’ effort with a facility in the United States.

As the world continues to face supply chain issues that challenge carbon goals, a more diversified and sustainable solar supply will prove imperative to powering the global energy transition.

The factory is expected to begin manufacturing activities by the end of 2023 and to reach full capacity by mid-2024.

Manufacturing

US and North American solar manufacturing have potential to rise significantly as both Sen. Jon Ossoff’s Solar Energy Manufacturing for America Act and the Biden Administration’s Build Back Better (BBB) Act, which has $550 billion in climate provisions, work their way through the legislature.

An earlier proposal of BBB had significant provisions for US manufacturing. Included in the bill were incentives for the manufacture of thin film PV or crystalline PV cells. The incentive would pay $0.04 per watt DC capacity of the cell. PV wafers would be offered $12 per square meter, and solar-grade polysilicon is offered $3 per kilogram US-made solar modules are offered an incentive of $0.07 per watt.

Senator Joe Manchin (D-VA) shut down the earlier proposal of BBB, and said he intends to start “from scratch,” but it is likely that US manufacturing would continue to receive focus in the Act.

In January, the Ultra Low-Carbon Solar Alliance told Renewable Energy World that evidence was mounting that supply chains are diversifying away from those conflict regions such as those in Xinjiang.

The shift is being aided in part by growing global demand for solar energy equipment. New sources of supply across the entire solar production supply chain are being added, offering alternatives to solar developers in the U.S. and elsewhere.

“We are seeing a supply chain realignment,” said Michael Parr, executive director of the U.S.-based Ultra Low-Carbon Solar Alliance (ULCSA). “The pace has been faster than expected.”

Developing a Strategic Action Plan for the solar PV industry in Europe
https://www.solarpowereurope.org/wp-content/uploads/2022/01/Offtakers-letter_vfinal-1.pdf
JANUARY 26, 2022
"
..
An industry can develop sustainably only if it has a comprehensive vision of its supply chain. Europe has divested from the most strategic steps of the solar PV value chain, and most of the EU project developers rely on a limited number of suppliers, with significant concentration in a limited number of countries outside Europe. The European solar industry has flourished in the past years thanks to a fruitful cooperation with these global partners, and there is no sign that such a cooperation will stop tomorrow.

Nevertheless, in the medium term, this raises questions about the impact on the EU solar industry. Future disturbances in the supply chain, such as the current increase of shipping costs, the 400% increase of polysilicon costs or the expected shortage of solar PV modules supply in 2022, could cause temporary yet costly stress and delays in module procurement and project development. This is detrimental to the speed of European decarbonisation. Allowing access to a diversified supply of components in the medium term is necessary to ensure a healthy competition among manufacturers, sustain a continuous innovation cycle, improve the sustainability of the supply chain and strengthen the resilience of the industry in case of future shocks.

Sen. Ben Ray Luján (D-N.M.) is expected to return to the Senate within four to six weeks, barring complications, after suffering a stroke, aides confirmed to The Hill.

In a 50-50 Senate, his time away also threatens to leave Democrats’ agenda in limbo until he returns.

A prominent company at the heart of China’s semiconductor self-sufficiency drive has been red-flagged by the US, signalling that rivalry between the world’s two-largest economies over strategic technology is intensifying.

Shanghai Microelectronics (SMEE), which is perhaps Beijing’s best current hope to produce machines that can manufacture advanced chips, was one of 33 Chinese entities added to an export watch list by the US Commerce Department on Monday, a move that could restrict the company’s imports of US technologies and products.

The Solar Futures Study and Supporting Reports
The Solar Futures Study, initiated by the U.S. Department of Energy (DOE) Solar Energy
Technologies Office and led by the National Renewable Energy Laboratory (NREL), envisions
how, over the next few decades, solar could come to power 40% or more of U.S. electricity
demand, dramatically accelerating the decarbonization of buildings, transportation, and industry.
Through state-of-the-art modeling, the Solar Futures Study is the most comprehensive review to
date of the potential role of solar in decarbonizing the U.S. electric grid and broader energy
system. However, not all the detailed analysis that informed the Solar Futures Study could be
included within its pages. This further analysis is collected in additional NREL reports, each
dedicated to a different technology or socioeconomic concern.
This report, Environmental and Circular Economy Implications of Solar Energy in a
Decarbonized U.S. Grid, focuses on a particular set of environmental, economic, and social
considerations related to the decarbonization of the U.S. energy system.

STATEMENT BY US SECRETARY OF LABOR WALSH ON INTERNATIONAL LABOUR ORGANIZATION REPORT CITING SERIOUS SITUATION IN XINJIANG
WASHINGTON – U.S. Secretary of Labor Marty Walsh issued the following statement on the International Labour Organization’s Committee of Experts on the Application of Conventions and Recommendations report:

“The International Labour Organization on Wednesday shined a spotlight on the serious situation and human rights abuses taking place in Xinjiang, China. The ILO’s Committee of Experts on the Application of Conventions and Recommendations, in its annual report on countries’ compliance with international labor standards, expressed “deep concern” regarding the People’s Republic of China’s policies towards the Uyghur and other mostly Muslim minorities in Chinas far western Xinjiang Uyghur Autonomous Region.

“The Committee of Experts on the Application of Conventions and Recommendations requested that the PRC’s government take steps to promote equal employment opportunity and treatment without discrimination based on race, national extraction, religion or political opinion; and revise national and regional polices that use vocational training and rehabilitation centers for political re-education based on administrative detention.

“The Department of Labor calls on the PRC to take the steps requested by the Committee of Experts, and to end its abuses of the predominantly Muslim Uyghurs and members of other ethnic and religious minority groups in Xinjiang, as well as its use of these groups for forced labor in Xinjiang and beyond.

“The Department of Labor is committed to empowering workers at home and abroad, including by uncovering and combating forced labor in all its forms. Our reporting on forced labor identified ten products made with forced labor in Xinjiang, including cotton, textiles, tomatoes, hair products and polysilicon. Many trusted sources confirm that the People’s Republic has arbitrarily detained more than one million Uyghurs and other mostly Muslim minorities in Xinjiang. An estimated 100,000 Uyghurs and other ethnic minority ex-detainees in China may be working in conditions of forced labor following detention in re-education camps.”
