Måske dette er en del af puslespillet til Hanwhas indtræden. Jeg skal dog lige forstå mere om denne Carbon Border Adjustment Mechanism før jeg tør sige noget om det med sikkerhed.

Biden-Harris Administration, Companies Announce Major Investments to Expand Domestic Critical Minerals Supply Chain, Breaking Dependence on China and Boosting Sustainable Practices

Critical minerals provide the building blocks for many modern technologies and are essential to our national security and economic prosperity. These minerals—such as rare earth elements, lithium, and cobalt—can be found in products from computers to household appliances. They are also key inputs in clean energy technologies like batteries, electric vehicles, wind turbines, and solar panels. As the world transitions to a clean energy economy, global demand for these critical minerals is set to skyrocket by 400-600 percent over the next several decades, and, for minerals such as lithium and graphite used in electric vehicle (EV) batteries, demand will increase by even more—as much as 4,000 percent. The U.S. is increasingly dependent on foreign sources for many of the processed versions of these minerals. Globally, China controls most of the market for processing and refining for cobalt, lithium, rare earths and other critical minerals.

Executive Order 14017 (E.O.), America’s Supply Chains, signed one year ago this week, ordered a review of vulnerabilities in our critical mineral and material supply chains within 100 days. In June, the Biden-Harris Administration released a first-of-its-kind supply chain assessment that found our over-reliance on foreign sources and adversarial nations for critical minerals and materials posed national and economic security threats.

In addition to working with partners and allies to diversify sustainable sources, the reports recommended expanding domestic mining, production, processing, and recycling of critical minerals and materials—all with a laser focus on boosting strong labor, environmental and environmental justice, community engagement, and Tribal consultation standards.

Today, President Biden will meet with Administration and state partners, industry executives, community representatives, labor leaders, and California Governor Gavin Newsom to announce major investments in domestic production of key critical minerals and materials, ensuring these resources benefit the community, and creating good-paying, union jobs in sustainable production.

Ahead of the one-year anniversary of E.O. 14017 this Thursday, the Administration has taken action across the Federal government to secure reliable and sustainable supplies of critical minerals and materials, while also upholding the Administration’s labor, environmental and environmental justice, and equity priorities:

Updating outdated mining laws and regulations. This year, the Mining Law of 1872 turns 150. This law still governs mining of most critical minerals on federal public lands. Today, the Department of Interior (DOI) announced it has established an Interagency Working Group (IWG) that will lead an Administration effort on legislative and regulatory reform of mine permitting and oversight. The IWG released a list of Biden-Harris Administration fundamental principles for mining reform to promote responsible mining under strong social, environmental, and labor standards that avoids the historic injustice that too many mining operations have left behind. The IWG will deliver recommendations to Congress by November. They will also host extensive public input and comment sessions to ensure an inclusive process, and will work with the relevant agencies to initiate updates to mining regulations by the end of the calendar year.

Updating and prioritizing the Federal list of critical minerals. Today, pursuant to the Energy Act of 2020, DOI will update its Federal list of critical minerals, listing minerals essential to economic or national security and vulnerable to disruption. To focus the work of Federal agencies on sourcing critical minerals, the Administration will direct agencies to prioritize the production and processing of minerals necessary to produce key products like batteries, semiconductors, and permanent magnets, consistent with our strong environmental, social and labor principles.

Strengthening critical mineral stockpiling. DOE, DOD, and the Department of State signed a memorandum of agreement (MOA) to better coordinate stockpiling activities to support the U.S. transition to clean energy and national security needs. In October, President Biden streamlined the National Defense Stockpile by signing E.O. 14051 to delegate authority release of strategic and critical materials to the Under Secretary of Defense for Acquisition and Sustainment.

The global solar industry's supply chain issues that have been triggered by the Covid-19 crisis may continue during 2022 and the expected price drop for polysilicon and solar products may not materialize.

This is, at least, the outlook of Chinese solar module manufacturer JinkoSolar, which in a statement to pv magazine said the polysilicon and international freight costs may stay elevated for a few years before normalizing again.

Hundreds of detained shipping containers housing roughly 100MW of LONGi solar modules have been released, reports ROTH Capital Partners in an industry note.

On top of the 100MW of LONGi modules released, ROTH also believes that Trina has had the vast majority of its detained product released, if not all of it entirely.

The modules were originally detained under the Withhold Release Order (WRO) applied to silica-based products made by Hoshine Silicon Industry Co. (Hoshine) and its subsidiaries, which was instituted after Customs and Border Patrol identified two indicators of forced labor during its investigation of Hoshine.

The action was taken under Section 1307 of the Tariff Act. Section 1307 prohibits the importation of merchandise mined, produced or manufactured, wholly or in part, in any foreign country by forced or indentured labor, including forced child labor. Such merchandise is subject to exclusion and seizure, and may lead to criminal investigation of the imported goods.

ROTH believes that LONGi may still have more detained product, and the outlook following the release has been mixed, with the industry note describing the release as “a step forward toward more product for utility scale projects that are desperately needing modules.”

Demand is rising for both solar-grade and semiconductor-grade polysilicon. Norway-based REC Silicon said last week that around 200GW of solar silicon modules were produced in 2021, consuming an estimated 575,000t of polysilicon. The company expects solar module production to rise to 240-250GW in 2022, lifting polysilicon consumption to an estimated 650,000t. Additionally, growing demand from data centres, 5G telecom, automotive and Internet of Things applications is raising consumption of semiconductor-grade polysilicon and a substantial expansion of capacity is needed to meet forecast demand.

With capacity utilisation rates near 75pc, REC Silicon expects polysilicon prices to remain supported throughout 2022.

Over the longer term, REC expects demand for solar photovoltaic installations to grow by 11pc on an annual basis to 2025, which could provide support for polysilicon and silicon wafer prices. With the major polysilicon producers announcing large-scale capacity expansions for this year, there is potential for the polysilicon market to become oversupplied in the future, but "this industry has a history of announcing expansions and not following through on it", REC Silicon chief executive James May said in the company's quarterly earnings call.

EU lawmakers will this week lay out the first steps toward an import ban on products made globally using forced labor, after the United States issued a de facto ban on imports from the Chinese region of Xinjiang, a hub for global solar panel production, due to alleged human rights violations.

The imports plan will be brought in alongside new reporting requirements known as the Sustainable Corporate Governance directive, which will force companies to map out sustainability and workers' rights issues in their import supply chains, and engage with suppliers to improve practices.

The due diligence directive will require documentation on environmental impacts and human rights, including forced labor. In forced labor, persons are coerced to work through the use of violence or intimidation, or by more subtle means such as manipulated debt, retention of identity papers or threats of denunciation to immigration authorities.

"We need to address goods made by forced labor no matter where they are made, in the EU or elsewhere," a European Commission spokesperson said Feb. 18. "The commission is now working on the ways to introduce such a prohibition."

Tax incentives are needed to provide a clear demand signal and help U.S. manufacturers build and maintain a
competitive edge in clean energy technologies such as solar, wind, fuel cells and electrolyzers, nuclear energy,
CCS, energy storage, and others. These incentives should cover equipment manufacturing, processing of
materials needed for manufacturing components, as well as certain logistics equipment. Refundable tax credits
could enable access by a wide spectrum of entities. Specific actions recommended to Congressinclude:


• Extend, expand, and revise eligibility for advanced energy manufacturing tax credits (48C) to include
material processing facilities such as those for battery materials processing, casting and forging,
manufacturingof grain oriented electric steel, materials for advanced nuclear reactors, rare earth element
separation and processing, and catalyst manufacturing as well as equipment manufacturing facilities
such as manufacturing equipment/machines key for energy manufacturing, solar polysilicon, wafers,
cells, modules, grid components, components for advanced nuclear reactors, and other components.



• Establish investment-based and production-based manufacturing tax incentives specifically targeting
critical aspects of the domestic supply chain for clean energy and decarbonizing industry, inclusive of
materials, components, and logistics. The combination of investment-based and production-based tax
credits can help ensure the build-out and ongoing success of domestic manufacturers.

• Extend and revise tax credits, such as the Production Tax Credit (PTC) and Investment Tax Credit (ITC),
for both clean energy deployment and continued operation of clean energy assets to provide stronger
incentives for clean energy projects that support domestic manufacturing and a major increase in familysustaining jobs.

• To provide demand certainty, policy stability, and clear signals to support domestic manufacturing
investment, these tax credits should be in place for at least 10 years and should not phase out until
significant progress has been made towards decarbonizing the overall sector

Bernretuer says a lot depends on the availability of sound engineering practices and equipment, noting examples of good practice, such as TianREC in China, where initial mistakes were worked out.

Therefore, it is vitally important that new entrants to polysilicon production tap into tried and tested equipment and talent. In the US this could be straightforward, with REC Silicon in particular moving towards restarting Moses Lake, however Bernreuter remains sceptical of the potential for polysilicon production in India, given its past of underdelivering on initial premise.

Posco Chemical to expand low-expansion anode production

The production expansion plan from the current 7,000 metric tons to 35,000 tons was approved by the board of directors on Friday.

PRESS RELEASE: SEMI Survey Highlights Member Recommendations for U.S. Chip Industry Competitiveness, Government Investment

MILPITAS, Calif. — February 28, 2022 — SEMI, the industry association representing the global electronics design and manufacturing supply chain, today released the results of a survey of more than 400 U.S. member companies that highlight challenges facing the semiconductor industry. The survey results also offer insights into SEMI member perspectives on enhancing U.S. competitiveness through targeted public and private investments aimed at developing the industry’s manufacturing capacity, infrastructure and workforce. SEMI conducted the survey in partnership with MITRE Engenuity, the technology foundation for public good launched by MITRE two years ago.

“SEMI member insights from the survey are important guideposts for government investments to strengthen the U.S. microelectronics industry and ensure supply chain security,” said Melissa Grupen-Shemansky, CTO of SEMI. “Strategic investments in the domestic microelectronics industry are a significant opportunity for the U.S. to bolster its economy and better compete with other regions that incentivize their industrial development.”
Following are three primary takeaways from the survey:

- Invest in the Entire Semiconductor Ecosystem: The U.S. needs to invest in a broad range of next-generation semiconductor technologies to help fuel innovation in areas including materials, equipment, packaging, security, machine learning, and advanced CMOS. Investments would help the U.S. retain leadership in several segments and regain the top position in others vital to national security. Opportunities for research and development span the entire semiconductor supply chain.

- Public and Private Funding is Key: A combination of government and industry funding is key to strengthening domestic chip manufacturing and commercialization. Access to technical talent and research and development facilities is also vital.

- Invest in Multi-Generational Workforce Initiatives: The U.S. semiconductor industry faces a dire shortage of talent for critical manufacturing and technical roles. Investments in K-12 STEM education, higher education, apprenticeships and vocational training must be made to alleviate workforce shortages.

“MITRE Engenuity is thrilled to partner with SEMI on the industry survey,” said Laurie Giandomenico, Chief Acceleration Officer for MITRE and MITRE Engenuity’s founder. “Our partnership is an example of a collaborative effort that will catalyze industry to come together. Survey Respondents Overview

More than two-thirds of the respondents (~270) represented the materials, components, equipment, and device-maker markets.
Respondents included assembly and test as well as design automation companies.

Although all participants were based in the U.S., 25% represent companies headquartered abroad.

WASHINGTON, D.C. — Following is a statement by Abigail Ross Hopper, president and CEO of the Solar Energy Industries Association (SEIA), on President Biden’s State of the Union address:

“President Biden rightly emphasized the threat of climate change and the need to rapidly deploy clean energy in tonight’s State of the Union address. We agree with the President that it is past time to develop and rely more on our own resources to power the American economy. We have the capacity.

“Threats from hostile countries, particularly in light of Russia’s unprovoked invasion of Ukraine, underscore the urgency of our transition to a clean energy economy. Investing in American manufacturing supply chains and building demand for clean energy sources such as solar and storage is critical. And because solar is the least expensive energy source in much of the country, American families will save money.

“With policies that support American clean energy manufacturing and the expansion of solar power and energy storage, we can become less dependent on energy and materials from countries that do not share our values or our interests. A robust solar manufacturing sector and a strong and diverse solar industry will put more than a million Americans to work, generate hundreds of billions of dollars of economic growth and bolster environmental justice and national and climate security.

“U.S. demand for clean energy far outpaces domestic manufacturing capacity. That has to be fixed. Our own domestic supply chain must be capable of supporting a dominant and secure clean energy sector. Federal policy is critical to bridge this gap. Failure to enact comprehensive clean energy and climate policy is no longer an option.

“The time is now for policymakers to commit to bolstering our energy sector, tackling the climate crisis and reducing our dependence on energy and materials from other nations. The need for clean energy action has never been more obvious or more urgent.”
