I read most of the research published yesterday (see the link for the research below). I spoke to some major investors. I believe the market missed one important element of the announcement - the BASF involvement.

My understanding from the communications is that BASF is co-financing the Dubai Front-End Engineering and Design Study (FEED). I understand they are contributing cash to the project. It has been some time since BASF invested, they seem to be investing again today. It is a reconfirmation of the strong involvement.
