Pantesystemer kommer til å komme overalt. Siste (over)tydelige eksempel på dette finner vi i Australia. På besynderlig vis har delstatsmyndighetene i Victoria, Australia i lang tid kjempet med nebb og klør mot opinionens stadig sterkere ønske om at et pantesystem blir innført i delstaten som nå sliter noe helt enormt med avfallshåndtering og resirkulering etter at Kina la ned importforbud for det aller meste av avfall 01.01.2018. Omsider har delstatmyndighetene gitt etter for presset og bestemt seg for å innføre pantesystem i Victoria. Dermed har alle Australias delstater nå innført eller jobber med planer om å innføre/modernisere eksisterende pantesystem.

Representantene for De Grønne i delstatsforsamlingen oppfordrer til kortere konsultasjonsperiode og raskere innføring av pantesystemet enn det regjeringen legger opp til.

Victoria is reportedly set to get a container deposit scheme, after being the only state or territory in Australia without such a recycling program or plans to introduce one.

The scheme gives people the chance to receive cash when they recycle cans and bottles at drop-off points, typically 10 cents per item.

The Andrews government is planning to announce a scheme within the month which would be operational from 2023, The Age reported on Sunday.

A government spokeswoman told AAP there would be no announcement on the issue on Sunday, but stressed it was focused on reducing the amount of waste that goes to landfill.

"The Andrews Labor government is developing a comprehensive circular economy policy that will deliver better environmental, social and economic results, as it will maximise the reuse of materials and reduce the amount of waste that goes to landfill," they said.

A container deposit scheme will kick off in Western Australia in June, while Tasmania has committed to one by 2022.

The announcement of a Victorian scheme would come after a tumultuous time in the state's recycling industry.

It was thrown into chaos last year when the state's environmental watchdog ordered the largest processor SKM to stop accepting waste, due to safety concerns about stockpiles and fire risk.

The change meant a swag of Victorian councils had to send recycling straight to landfill.

Cleanaway in October reached a deal for the stricken SKM group's properties, plant, equipment and other assets, after the company went into administration in August.

A parliamentary inquiry in November recommended the Victorian government introduce a container deposit scheme, along with improving kerbside recycling services.

Shadow attorney-general Edward O'Donohue said he's keen to see whether the government has performed a cost-benefit analysis of any recycling scheme plan.

"We are happy to work with the government if it stacks up, but let's see whether that due diligence has been done," he told reporters on Sunday.

The Greens say such a scheme would be an important first step towards solving the state's waste crisis but don't want the government to wait years to introduce it.

"There's no need to wait until 2023 to start this. The Greens have legislation before parliament right now that the Andrews government could pass right away," Victorian Greens MP Ellen Sandell said on Sunday.

Victoria will get cash-for-cans, container deposit scheme

A cash-for-cans and bottles scheme to combat Victoria’s recycling and waste crisis will be introduced by the state government.

Victoria had been the only state or territory in Australia without a container deposit scheme or a plan to introduce one, but government insiders have confirmed an announcement is imminent.

The reward program collects drink bottles and cans from commercial industry and consumers, who could recoup 10¢ per drink by returning containers to a drop-off point.

The scheme will be made public within the month, but it won’t be operational until 2023.

The delay was attributed to a need for further consultation with industry and councils on the scheme’s roll-out to avoid issues such as cannibalising kerbside recycling programs and determining what the end product of the recycled material would be.

The announcement is expected to be welcomed by municipal and industry bodies, who have been pressuring the government to introduce a scheme for many months. That push came to a head in August after recycling giant SKM was woundup, unable to repay debts of more than $5 million.

The City of Melbourne was among the more than 30 Victorian councils forced to dump more than 45 tonnes of recycling in landfill every day because of the SKM collapse.

Some councils had already been trialling their own schemes, including the City of Wyndham, which introduced a reverse vending machine where consumers could deposit drink cans and plastic bottles in exchange for rewards including movie tickets and prizes.

What form the state-wide program will take is not yet known.

A scheme has already been backed by the Victorian Waste Management Association and Coca-Cola Amatil.

But it attracted major opposition from the powerful hotels and gaming lobby, the Australian Hotels Association, arguing such a scheme would hit beer drinkers’ hip pocket by increasing prices.

A scheme was one of a number of recommendations out of a parliamentary inquiry into recycling and waste management.

A Parliamentary Budget Office analysis estimated the scheme would cost $9 million over four years and return $253.5 million though uncollected deposits..

South Australia’s cash-for-cans scheme, running since 1977, returned 80 per cent of cans and bottles in 2016/17.

NSW residents returned more than 900 million bottles and cans by November last year, the ABC reported, hampered by a slow rollout of reverse vending machines.

Jeff Angel, the director of environmental group Boomerang Alliance, previously told The Age the recycling programs were operating well interstate with unclaimed deposits funnelled back into operating the scheme.

He said figures showed the average price for non-alcoholic beverages increased by about 10¢ after the container deposit scheme was introduced in NSW while alcohol beverage prices rose by about 5¢.

"It's working just as predicted and recycling of the resulting high-quality material is supporting new jobs and economic activity," he said.

"Mysteriet" er hvorfor Victoria med sine enorme problemer med avfallshåndtering og resirkulering har hengt så langt etter resten av Australia når det gjelder å innføre pantesystem. Svaret er "som vanlig" i slike tilfeller lobbyvirksomhet fra aktører som rir egeninteresser. I dette tilfellet blir det ekstra småstygt ettersom de samme kreftene parallelt med lobbyvirksomheten har gitt delstatsregjeringen (Labour-ledet) rundhåndet økonomisk støtte. Da er det offisielt. Den lett diskreditterte Labour-regjeringen i Victoria som synes å ha vært i lomma til lobbyvirksomhet som har motarbeidet innføring av pantesystem (se tidligere innlegg på denne tråden), offetliggjør nå at pantesystem vil bli innført i Victoria. Da er det bare å håpe presset fra opinion og politisk opposisjon fremskynder oppstartdatoen.

The Victorian Government will begin rolling out a four-bin kerbside recycling scheme across the state next year and introduce a container deposit scheme by 2023 as part of a $129 million overhaul of Victoria's recycling industry

Premier Daniel Andrews said the aim of the overhaul was to reduce the total waste from residents and industry going to landfill by 80 per cent by 2030.

However, Mr Andrews said the details of the container deposit scheme would be finalised following further consultation with industry and local government.

Every other state and territory in Australia has already introduced or announced such a scheme.

Victoria last to get on board

In 1977, South Australia set up the first container deposit scheme in Australia, followed by the Northern Territory in 2012, NSW in 2017 and the ACT and Queensland in 2018.

Both Western Australia and Tasmania have also now committed to schemes, leaving Victoria the last state to announce plans to introduce one.

The Victorian Opposition committed earlier this month to introducing a container deposit scheme if it won the next state election to reduce litter and help clubs and groups fundraise.

Victorian Greens MP Ellen Sandell said the Greens had been campaigning on the issue for more than a decade and welcomed the State Government's decision.

However, she said the scheme should be established as soon as possible.

Victoria is set to get a container deposit scheme to tackle its recycling and waste crisis, just months after the state government rejected the idea.

It is the only Australian jurisdiction not to offer such a program and has resisted calls by the public, the opposition and the Greens to implement one.

The premier, Daniel Andrews, posted to his Facebook account on Monday morning that it would be introduced as part of a “massive overhaul of our state’s recycling industry”.

The environment minister, Lily D’Ambrosio, said the scheme would be in place by 2023.

“This will reduce the amount of plastic and waste that goes to landfill,” she said, also on Facebook. “It will give a second, third and fourth life to beverage containers. It will reduce litter. And it will mean businesses have an ongoing source of recycling material to turn into new products.

“This is just the first of a suite of reforms to Victoria’s recycling industry.”

In August the Greens introduced a bill to state parliament for a 10c refund on bottles and cans. D’Ambrosio said it was not on the government’s agenda.

“We’ve been very clear about continuing to monitor the rollout of [container deposit] schemes in other states,” she told ABC radio at the time.

“Right now though, our focus is on developing the markets and the products that do use recyclable materials so we do have a demand for it.”

The squeeze on recycling has been particularly acute in Victoria since the processor SKM went into liquidation last year, forcing several councils to send material to landfill.

New South Wales introduced its container deposit scheme in December 2017 after years of fruitless campaigning for a national scheme.
